Fernando Haddad Moura

Fernando Haddad Moura is the Executive Director of Legisla Brasil with a mission to support and connect political leaders who can transform Brazilian democracy from the inside out. He has over a decade of experience in the nonprofit sector, holding leadership positions in national and international organizations such as TETO-Brazil, TETO-USA, and ActionAid, where he worked directly to end poverty and advance collective solutions to reduce inequality. He also worked on civic participation and political engagement at the São Paulo State Assembly, in addition to coordinating and working with electoral campaigns at the federal, state, and municipal level. He holds a degree in International Relations, an MBA in Marketing, and a Master’s in Public Administration (MPA) from Columbia University.

Legisla Brazil addresses Brazil’s democratic crisis through three core pillars: institutions, knowledge and community. They strengthen legislative offices and political parties by embedding consulting and management tools, diversity practices and higher-performance tools. Through tailored consulting and training, they equip teams to plan strategically, deliver results and enhance representation in politics. Technology such as AssessorAI, their AI-powered legislative assistant, further expands their capacity. Legisla Brazil generates and shares evidence on what works in politics. By producing data and research they collect the current status of parliamentary productivity and identify best practices, showcase high-performing offices, and make insights public to drive replication and raise the standards of governance. Legisla connects a nationwide network of political leaders, staff and party members through structured peer learning. Their community exchanges best practices, mentors new leaders, and scales successful models across parties and institutions. At the party level, they design programs to diversify pipelines, with special focus on women, Black and young leaders. By aligning these approaches, they create a systemic impact, building political teams that are more effective, inclusive and trusted, helping democracy deliver on its promise.
